 President's Message
2008 is starting off to be a year of economic concern. There’s no doubt that local, statewide and national experts consider the economy softening, at best, and already in a recession, at worst. On the regional level, TREO’s staff is out touching the business community each and every day, and we consistently hear stories of belt-tightening but not alarm, concern but not panic.
Here in Southern Arizona, we have elements of our community that will weather this downturn and help keep us competitive. A still-strong influx of population growth, a desirable community in which to live, a competitive economic development plan and other strong segments of our economy which are in place, year in and year out, help to mitigate the inevitable ups and downs.
At TREO, we are still operating at a rapid pace in our third year and are experiencing strong results – companies that contribute millions of dollars in economic impact and thousands of jobs – with many quality companies in the pipeline. Thank you for all of your support in allowing our staff to operate with speed and high customer satisfaction.
When TREO launched its Economic Blueprint, the report identified 10 industry clusters that were evaluated as having the greatest business development potential in the Tucson region. In a phased approach, that list has now been narrowed down to four industry clusters that TREO will proactively target (in Phase 1) for business development opportunities. A strong, proactive focus on these industries will be critical to diversifying our economy.
The four targeted industries are: 1) Aerospace & Defense; Tucson is among the top 5 regions in the U.S.; 2) Biotechnology; regional assets are growing and the state strategy is already strong; 3) Solar; an emerging industry and a natural fit for the Tucson region; and 4) Transportation & Logistics; Tucson is building on an already strategic location (click here for an update on the Inland Port Initiative).
Industry Advisory Councils are currently being formed to serve as key strategic advisors to TREO in each of the targeted industries. In addition, new marketing materials and web initiatives are in development.
Finally, TREO has emerged to be a true private-public partnership. Our private sector involvement has grown steadily over our first three years and our goal this year is $650,000 in private sector support. We are well on our way, and again, have all of you to thank. Look for more good news to come as we build a competitive economy.
Blueprint Mobilization Update
Mobilization Council TREO’s Mobilization Council members focus on making the Tucson region a competitive economy. When we all work within a common framework and vision, we can truly achieve great things.
The work of Council Members will be critical to keeping a strong economic development perspective at the forefront of decisions made about the region’s future. At its best, the Mobilization Council will serve as a true regional “communications network” to ensure we gather, communicate and market successes and progress.
2007 Milestones The last 6 months of 2007 were very active with laying the foundation for a successful regional network of 40+ organizations and volunteers:

Early Successes Many efforts recommended by the Blueprint are well underway. Click here for a summary, but the major work includes:

- Spring Beautification cleanup for area major events completed
- I-10 and I-19 landscape timing moved up through agreement with PAG working group
- Transportation & Logistics Industry mapping complete

- TREO's recent announcements and shift in industry focus is closing the wage gap
Annual Community Report Card Measures Finalized In 2007, TREO announced that it had agreed to partner with The University of Arizona in the development of the annual Community Report Card. The Report Card indicators, the key set of measures that will tell us how we’re doing in achieving a competitive economy, have now been finalized with input from all the organizations involved. The UA has begun its analysis and TREO plans to release the Report Card at its Annual meeting in the Fall of 2008.
Upcoming Spring Mobilization Council Meetings Now its time to go to work! TREO plans to conduct a series of meetings with the Mobilization Council this Spring. These meetings will be designed to preview early drafts of the Report Card by Power of Five focus area, review the Blueprint strategies, and prioritize/develop action plans that can address critical areas.
Inland Port Initiative News
Last summer, the City of Tucson transferred responsibility of its inland port efforts to TREO in order to create the best opportunity for success of a unified effort to stimulate economic prosperity and job growth in our region. Since that time TREO has worked closely with Pima Association of Governments (PAG) to develop a new approach to the inland port initiative.
The inland port has evolved from becoming a physical location into what is now a marketing tool that bills the region as a logistics haven and helps create jobs in a well-paying industry. TREO and PAG have recently compiled a database of all the different logistics services offered in the greater Tucson area; a “Spotlight on Transportation and Logistics” map highlights 152 local companies that offer logistics services (click here to download a copy of the map). The map will be used for transportation planning, marketing the region's logistics resources, and to attract other service providers and users to the Tucson region.
The information that was gathered for the logistics database will later be exported to a new website that will be programmed to receive the data for updating directly by each company listed.
This logistics database is the first step in establishing a center of expertise which was taken on the recommendation made by a consulting group in a strategic plan prepared for the inland port.
From warehouses to trucking companies; air and rail service to customs facilitation, all services needed by companies looking to import or export trade are here. Marketing these assets correctly will further enhance our region's reputation as a leader in international business development.
Given our regional assets, the next stage in TREO's Inland Port Initiative is a gap analysis and the development of a model and series of steps needed to take our region to a high performing logistics hub.

Target.com Fulfillment Center Breaks Ground Jan. 10
On Jan. 10 representatives from Target, TREO, the City and County and several TREO investors gathered to break ground at the site of the new Target.com Fulfillment Center.
Located at Interstate 10 and Rita Road near the University of Arizona Science and Technology Park, the 975,000 square foot fulfillment center will employ a significant number of team members hired locally.
"In addition to all the factors Tucson has to offer, the relationship we built with TREO and the efficiency of all the parties involved was instrumental in making our decision," said Jim Theusch, Senior Corporate Real Estate Manager for Target.

"Showcasing Our Beauty 2008" On Jan. 25 TREO staff teamed up with representatives of Pima Association of Governments (PAG) along with more than 100 community volunteers to help beautify Tucson and improve first impressions for visitors to Tucson.
The clean-up was scheduled just in time for some of our region’s largest events -- the Tucson Gem and Mineral Show and the Accenture Match Play Golf Championship in February -- in order to make a better first impression to business executives, CEOs and out of town visitors.
TREO's Economic Blueprint identified the beautification of the region as a key component to achieving a competitive economy, and was listed as a strategy under the "Livable Communities" section of the Power of Five.
This event, we believe, will be the first of many as we continue to build public and private partnerships to support an ongoing regional beautification effort along our most-traveled corridors, including Interstate 10 and Interstate 19. The Arizona Department of Transportation is planning to begin landscape work on its median in early summer at the I-10/I-19 interchange. We intend to use the timing of that project as a major kick off for a community campaign that will encourage even more people to volunteer for cleanups of other corridors or in neighborhoods.
You and your employees’ participation will help symbolize that regional coordination is key to our success in “polishing” our look and showcasing our true “Sonoran” beauty to potential new businesses.

TMCC Names Man and Woman of the Year TREO would like to congratulate Steve Lynn and Daisy Jenkins as winners of the Tucson Metropolitan Chamber of Commerce's 2007 Man and Woman of the Year Awards.
Steve, Vice President of Communications for Tucson Electric Power, was instrumental in the establishment of TREO and even served as interim President before Joe Snell was hired. Steve continued his support of TREO with his leadership in the development of the Economic Blueprint.
Daisy, Vice President of Human Resources for Raytheon Missile Systems, currently serves on TREO's Board of Directors and was recently named co-chair of the Economic Blueprint Mobilization Council.
Our sincere congratulations go out to these inspiring community leaders.
Changes for PICOR Commercial Real Estate In early January PICOR Commercial Real Estate announced a new alliance with Cushman & Wakefield, one of the world's largest commercial-real-estate firms.
PICOR's name will not change, however the company will identify itself as a member of the global firm's alliance. Under the agreement, PICOR will handle Tucson business for New York-based Cushman & Wakefield.
Population growth, and hitting the million-person mark recently, has helped elevate Tucson in the eyes of major retailers and other companies, said Michael Hammond, president and CEO of PICOR. That, in turn, is making the city more attractive for large commercial-real-estate firms, he said.

Who is Freeport-McMoRan Copper & Gold? One of Arizona’s oldest industries is today one of its strongest - Freeport-McMoRan Copper & Gold (FCX) ranks as one of Arizona’s largest employers. The company’s 2007 acquisition of Phelps Dodge made it the world’s largest publicly traded copper producer.
Based in Phoenix, FCX has major mining operations in North America, South America and Indonesia. A new mine is under development in Africa.
FCX is one of the largest private employers in Southern Arizona with more than 5,800 employees. The company’s regional job centers include the Sierrita copper and molybdenum mine near Green Valley and North America’s biggest copper producer in Morenci. The new Safford copper mine is ramping up to full production this year.
Climax Technology Center (CTC) in Sahuarita is another important part of the company. It is focused on molybdenum, commonly referred to as “moly,” a versatile metal essential in making steel and refining petroleum.
CTC is engaged in research and development to find better ways to process and use “moly,” which is finding its way into solar-energy and power-storage applications. FCX is the world’s largest producer of “moly,” some of which is produced as a byproduct of copper mining and some of which comes from molybdenum deposits in Colorado.
In all, FCX activities contribute more than $1 billion annually to the Pima County economy.
Nominate a "Good Guy" Starting March 10 Nominations for the 2008 Goodmans Eye for the Good Guy program will be accepted starting March 10 at www.GoodmansGoodGuy.com. The program awards a $20,000 office renovation to the most dedicated and effective leader of a Pima County 501(c)3 and is sponsored by Goodmans Interior Structures.
To be eligible, the nominee must be an executive director, president or CEO of a 501(c)3 nonprofit organization in Pima County. Nominations will be accepted March 10-April 11. In May, 10 finalists will be announced and the public will have the opportunity to vote online for the 2008 Good Guy. The winner will be selected through a combination of online public voting and assessment by a panel of local judges and will be announced in July.
Upcoming Events Spring Investor Update Save the Date for a TREO update event scheduled for 4-7 p.m. April 3 at La Paloma in the Sonoran Room.
The event will include an update on TREO activities, including a progress report on the Blueprint Mobilization efforts. Following the business meeting will be light refreshments and networking.

Business Workshop The Arizona U.S. Export Assistance Center and TREO will present a half-day workshop April 9 called "Protecting Your Company's Intellectual Property in the Global Economy."
Globalization and the rapid proliferation of technology have elevated the importance of intellectual property protection for America’s small and medium sized enterprises. The intangible nature of intellectual property and the worldwide inconsistency of standard practices create challenges for U.S. businesses wishing to protect their inventions, brands, and business methods in foreign markets.
In an ongoing effort to help southern Arizona companies address complex business development issues, some of the region’s leading intellectual property protection experts are pleased to bring you a practical half-day workshop that will answer your most pressing intellectual property protection questions.
Topics include: an overview of patents and trademarks, maintaining a trade portfolio in the global economy, China IPR update, IPR issues and the Internet, effective protection of your IPR, and dealing with IPR infringers.

Eat Downtown The second annual Eat Downtown will be held April 10 from 5:30-8:30 p.m at Hotel Congress. It will feature entree and dessert tastings from at least 10 restaurants from both downtown and Fourth Avenue. Complimentary wine is also included in the ticket price.
Participating restaurants include Art's BBQ, Athen's, Barrio, Cafe a la Carte, Casa Vicente, Chris' Cafe, Cup Cafe, Cushing Street, El Minuto and Enoteca.
Tickets will be $40 per person and will be available at Hotel Congress and www.hotelcongress.com.
