Why is TREO developing a Shovel Ready and Fast Track Permitting Program?
Economic areas such as Tucson face ever increasing competition for high quality business relocations and expansions. We understand that business location decisions are being driven by market demands that require much quicker decisions and construction schedules. Time is literally money. Location decisions and construction timelines that even 10 years ago might have taken 2-4 years to complete are now being driven by timelines measured in months. At the same time, the Tucson region enjoys low vacancy rates due to high population and business growth. This places increased pressure on finding suitable vacant sites for speedy construction.

How will the Shovel Ready and Fast Track Permitting programs benefit site selectors?
The requirement for new construction in the face of very tight timelines places extreme pressure on decision makers and demands rapid site selection, building design and construction, and permitting timeframes. Site selectors and businesses first need site information that is reliable and quickly available in order to make intelligent location decisions. In addition, permitting timeframes have become critical decision factors in choosing a location because they directly impact facility delivery timeframes.

The Shovel Ready certification requirements are being designed to assure the ability of a firm to proceed immediately to the building permit phase and to be able to receive approval of plans within 90 days. The programs formally launched in Fall 2008.
