Economic Blueprint Development Process 

The Tucson region's Economic Blueprint is a comprehensive performance-based strategy to effectively position the Tucson region to capitalize on its best economic development opportunities over the coming decades. The Blueprint project officially launched in the Tucson community in September 2006. A significant part of the project involved community inclusion. The development process ended in March 2007 with a public presentation called "Securing Our Future Now: An Economic Blueprint for the Tucson Region." The next steps in the Blueprint process include establishing an implementation plan.

Key priorities of the Blueprint:

  • Guiding Regional Economic Vision.
  • Innovation and Cluster Development Priorities and Investments.
  • Human Capital/Workforce Priorities and Investments.
  • New Initiatives Strengthening Regional Competitiveness and Collaboration.
  • Future Business Development Priorities (Retention/Expansion, Recruitment, and Entrepreneurial Development.)
  • Business Sites and Infrastructure Priorities and Investments.
  • Regional Marketing Priorities and Investments.
  • Economic Inclusion and Linkages.
  • Regional Business Climate Improvements.
  • Global Positioning of the Region.
  • Balanced Approach to Meet Business and Community Needs.

The Blueprint contains:

  • A SWOT Analysis (a strategic assessment of the region's major economic development strengths, weaknesses, opportunities, and threats.)
  • An Analysis of the Regional Economy and Driving Industries.
  • A Competitive Analysis, including an assessment of the region's competitive performance vis-à-vis key comparison regions.
  • A Regional and State Linkage Study assessing the impact of broader Southern Arizona and statewide trends and issues likely to impact economic development.
  • A Regional Economic Vision to give overall direction to future economic development.
  • A Regional Economic Development Network Analysis to assess the overall economic development service network serving the Tucson region.
  • A Blueprint Strategic Plan based upon all analysis completed for the project.
  • An Organizational Plan to identify how TREO and its various partners will work together in implementing the Blueprint.
